The April 30, 2013 settlement between the Raytheon Company (Raytheon) and the Department of State’s Directorate of Defense Trade Controls (DDTC) has important lessons learned for any company or organization registered with the DDTC, including those that have conducted audit or assessments, taken corrective actions or signed consent agreements.


Two leading practitioners in the field of trade compliance will conduct this 90 minute webinar includes an extensive question and answer segment and will focus on the impact and implications of the 2013 settlement between Raytheon and the DDTC as well as this company’s previous two in 1999 and 2003.

Phil Rhoads

Partner, Rhoads & Reed PLLC


Mr. Rhoads is an attorney with Rhoads & Reed in Washington, D.C. with a concentration on compliance and enforcement under the Arms Export Control Act and the International Traffic in Arms Regulations. He conducts diagnostic audits of regulated companies and provides assessments of possible AECA/ITAR violations. He prepares voluntary disclosures and has an administrative practice before State’s Directorate of Defense Trade Controls and Commerce’s Bureau of Industry and Security. Mr. Rhoads is a former chief of compliance and enforcement of DDTC’s Office of Compliance and was in charge of ITAR registrations, voluntary disclosures, civil enforcement, end-use monitoring and the department’s support of Customs’ criminal investigations and Justice Department prosecutions. Mr. Rhoads speaks frequently at a variety of export control seminars and workshops in the U.S. and abroad and regularly publishes articles on AECA and ITAR enforcement issues. He is a member of the D.C., Kentucky and Louisiana Bar Associations.
