is staffed by former senior officials of the
U.S. Commerce, Defense, and State Departments
and the U.S. Customs Service, by the Vice Chair

MK experts include Frank Record, former acting Assistant Secretary of State for International Security and Nonproliferation (ISN) and Principal Deputy Assistant Secretary for Arms Control, with extensive service on the senior staff of the House International Relations Committee (HIRC); Dr. Steven Goldman, former Director of Nonproliferation and Treaty Compliance in the Commerce Department with special responsibility for India and the bio-chem industry; Michael Turner, the DoC's former Director of Export Enforcement with decades as a senior Customs official and Frank Cevasco, a former senior DoD official and well-known global defense consultant. Other MK experts including former senior trade-control managers from Hewlett-Packard, Mitsui, Raytheon, Emerson Electric and Rolls-Royce. Another (also a former Commerce Department senior official) is an internationally-renowned trade-controls scholar and the only U.S. expert adviser to the UN Security Council on export controls in UN member states.
MK Technology's Chair, Terry Murphy, has
extensive service as an adviser to the Commerce
and Defense Departments. In addition to work on
U.S.-UK defense cooperation as a Senior
Associate of the Center for Strategic &
International Studies, he is engaged with
CSIS and the National Academy of Sciences on
"deemed export" tech-transfer policy for the
scientific community. J. Christian ("Chris")
Kessler headed the Office of Conventional Arms
Threat Reduction in the ISN Bureau of the State
Department. Constantine
(Gus) Anifantis, from Hewlett-Packard,
has been co-chair of the Commerce
Department's Information Systems Technical
Advisory Committee (ISTAC), where he is serving
one of several terms in that
critically-important technical and regulatory
position. Toshio (Ted) Watanabe is an adviser
to the Ministry of Economy, Trade and Industry
(METI) in Japan and was Mitsui's long-time
Global Trade Manager. George (Sam) Sevier is a
former Colonel USAF and senior official in the
Defense Technology Security Administration; he
now is Vice Chair of the DTAG in the State
Department's Directorate of Defense Trade
Controls. He and Frank Record, Steve Goldman,
Chris Kessler, Mike Turner and Frank Cevasco
are MK's six members of the U.S. Government's
elite Senior Executive Service.
